The Government has begun to replace Disability Living Allowance (DLA) with Personal Independence Payment (PIP) for disabled people aged between 16 and 64. This process began in Northern Ireland from 20 June 2016. If you are awarded the Enhanced Rate of the Mobility Component of PIP, you will continue to be able to lease a car, scooter or powered wheelchair through the Motability Scheme.

PIP will replace DLA for disabled people between 16 and 64, even if you currently have an ‘indefinite’ or ‘lifetime’ award. Disabled children will continue to receive DLA until they reach the age of 16. DLA will also continue to be available for those who were aged 65 or over on 20 June 2016 in Northern Ireland.

The Department for Communities in Northern Ireland will be writing to affected DLA recipients over the next three years informing them that they will need to apply for PIP. The DWP will continue to make payments until a decision on the PIP claim has been made.

The most important thing you can do at this stage is ensure that the Department for Communities has your correct contact details. You don’t need to do anything else until the department writes to you, however, once they have contacted you, make sure you respond within their given timescales.

There is no upper age limit on who can join the scheme. There are, however, certain limiting factors which should be taken into consideration. For example, there must be at least 12 months' award time remaining at the time of joining the scheme, and only the higher/enhanced rate of the mobility allowance will be used.

Drivers under the age of 25 will only qualify for vehicles in the lower ABI insurance groups and those which output less than 115bhp. If you have had a driving conviction or disqualification within the last five years, you may not qualify. If you believe this may affect you, feel free to speak to a Donnelly Group representative for more information.
